Taiwan is situated in the seismic zone, where big and small earthquakes occur frequently; old buildings are vulnerable to the impact of earthquakes, so damage and collapses happen; with the issue of an aging society, the needs for barrier-free living environments are also increasing. One of our goals is to tackle potential disaster risks and promote the importance of "Regulations for Critical and Old Buildings" for improving the safety of buildings and ensure the safety of life and property of the people. It can also enable small communities not applicable to urban regeneration projects to be rebuilt, which is considered to be a workaround for improving earthquake resistance and meeting the needs of living in an aging society.
"Regulations for critical and old buildings" was issued by the President on 10 May 2017. The most distinctive features of the regulations are the various support measures, such as "structural appraisal fee subsidy", "expedited approval process", "building bulk ratio bonus" and "tax preference". Moreover, old buildings can be appended or expanded to be rebuilt using adjacent land or buildings, and if all the owners of the land and buildings agree to rebuild, it can save the Urban Regeneration Advisory Committee a lot of time working through lengthy procedures, since applicants can file for a construction license if the receiving units approve.
