According to statistics from the National Development Council, the proportion of the elderly population aged 65 or above will increase from 14.5% in 2018 to 41.2% by 2065. In response, the Building Technical Regulations implemented a comprehensive barrier-free access measure on January 1st 2013. In order to promote buildings with barrier-free facilities and equipment, our center has promoted the "Friendly Building Labeling System" advocated by the Institute of Architecture, Ministry of the Interior since 2012. And since 2014, we have been entrusted by the Taipei City Construction Management Office to provide technical consultation and guidance for buildings with barrier-free facilities and equipment and to assist in the investigation and inspection of existing buildings with barrier-free facilities and equipment. Some of the goals of this labeling system are: to enhance the overall state of buildings with barrier-free facilities and equipment; to assist in the preparation of the law on barrier-free facilities for public buildings in Taipei City; to compile cases of alternative improvement plans for existing buildings with barrier-free facilities and equipment in Taipei City; to establish a FAQ for improvement subsidies available for the original residential barrier-free facilities in Taipei City. As of 2015, we have conducted subsidy review for said barrier-free facilities in Taipei City and applied for a Residential Barrier-Free Facilities Labeling System. Along with providing free legal advice, counseling and on-site health check services for inspected sites, this is to comply with Article 38 of the Housing Act and the design criteria and incentives for residential access-free facilities.
1. To provide consultation for ordinance and improvement of buildings with barrier-free facilities and equipment.
2. To provide consultation on the application of “improvement subsidies for original residential barrier-free facilities in Taipei City” and the Residential Barrier-Free Facilities Labeling System.
3. To enhance the living environment of buildings for holistic care that includes the elderly and handicapped people.
4. To promote the development of barrier-free facilities related industries.
